Letter: Prop. 1E a danger to mental health

In 2004 the citizens of California, in general election, approved the Mental Health Services Act. This legislation was intended to take a new proactive approach to improve mental health services for the people of California. Funding for M.H.S.A. programs would be separated from the general budget process. Instead, a 1 percent tax on incomes over $1 million would fund the M.H.S.A.

Many California counties are now relying upon M.H.S.A. funding to maintain and improve the quality of services rendered to individuals and families with mental health issues. Funding from the general budget process has stagnated. Now our state legislators and governor want to take $460 million from the pool of M.H.S.A. funds over the next two fiscal years for general budget programs. There is only one problem for them to overcome – they must secure enough votes in a special election to modify the will of the people. The method used to accomplish this task is Proposition 1E.

If Proposition 1E passes, it sets a dangerous precedent for the future. Progressive programs established with M.H.S.A. funding will continue to be jeopardized every time there is a downturn in the economic cycle, as any perceived surplus will be taken to fund general budget items. If it can be done once, it will be repeated again. History has proven this.

Sutter and Yuba Counties are now planning to expand and improve programs for Prevention and Early Intervention for families and individuals with mental health issues. Don’t allow this effort to be sabotaged by passing Proposition 1E.
