Woman held for skimming

Authorities have jailed a Yuba City woman accused of skimming parking and towing fines from Grass Valley police for four years.

Debra Cogan, 52, surrendered Friday at the Grass Valley Police Department — where she worked for 18 years — on a warrant alleging forgery and grand theft. She was booked at the Nevada County jail in Nevada City and held in lieu of $20,000 bail.

Police believe Cogan, a records supervisor for the department, embezzled at least $10,000 from 2004 to this spring, Capt. Rex H. Marks said in a statement. Cogan is accused of collecting the full amount of fines and fees, altering police copies of the receipts to show lower amounts, then pocketing the difference.

Officers confronted Cogan with the accusations May 31 and she quit the department five days later, according to Marks.

Investigators still are assessing the full extent of the lost revenue, police said.
