A large crowd of mostly Spanish-speaking residents gathers outside Williams City Hall on Wednesday to discuss an increase to their water rates, which had been approved by the City Council that night. Many participants were frustrated by the rising costs and did not understand what had been said at the hearing or the Proposition 218protest process used.
